I want a browser setting that makes audio and video opt-in per website, so most sites load only text and images by default
The author thinks most random websites have no reason to play audio or video. They want a per-site opt-in control, with text, images and stylesheets allowed by default and media enabled only when the user chooses.

NoScript noscript.net
Its per-site CUSTOM level can switch media on or off, and unlisted sites start at DEFAULT with media blocked, so it is close to the opt-in model asked for. The catch is that it also blocks scripts by default, which breaks many sites unless you loosen the settings; the features page does not detail media blocking.
uBlock Origin (No large media elements switch) github.com
Its per-site 'No large media elements' switch blocks audio and video and prevents autoplay, and a threshold of zero blocks all media. The catch is that it is off by default and has to be turned on globally, it also affects images, and the size check relies on the Content-Length header.
