I want a quick grid-based level editor where I place tagged content like enemies, items and traps on cells and export the level to JSON
The author makes grid-based game prototypes and Ludum Dare entries, and currently builds levels in text files or Excel, which is cumbersome. They want a grid that is infinite or resizable, a project-level set of custom tags with simple shapes and colors, and placing those tags on cells. Export should be JSON, with optional Lua export that lets custom code be attached to cells or content.

LDtk ldtk.io
Free, open-source grid level editor with custom entities and typed fields that saves to documented JSON, which matches the want well. The catch is that it is a desktop download (Windows, macOS, Linux) with no browser version, and it has no built-in Lua export.
PixLab Tilemap Editor tilemap.pixlab.io
Free browser tilemap editor with a resizable grid, custom per-tile properties and JSON export. It is built around tilesets rather than abstract colored tags, and I couldn't confirm whether an account is needed or whether it has Lua export.
RPG Tile Map Level Editor pinggzz.itch.io
Free in-browser editor on itch.io that saves versioned JSON. It is aimed at pixel-art RPG maps, and I couldn't confirm that it supports custom project-level tags or Lua export.
Grid Tagger
You get custom tags (shape, color, label, default props and Lua), brush, rectangle, flood fill, eyedropper, select-move-copy and 100+ undo steps, plus per-cell properties and Lua snippets, with JSON export that re-imports into the same grid. Lua snippets are inserted as-is and are not validated, and the browser doesn't keep your work, so export to save it.
